I felt directing the State to act in title dispute, when it was not a party, was the exception. Otherwise the State already manages several temples; in case of road widening it even relocates temples https://www.thehindu.com/news/national/can-court-ask-a-secular-state-to-construct-a-temple/article29946603.ece
