Two more references - https://www.popularmechanics.com/space/telescopes/a23107258/fbi-new-mexico-observatory/ and https://www.alamogordonews.com/story/news/local/2018/09/07/sunspot-observatory-south-cloudcroft-closed-due-security-issue/1227788002/ I can't conceive of a scenario that involves "security" for a science-based installation, unless something highly unusual was going on. It reads like the beginning of a scifi story, so I'm intrigued.
