Process over substance, says former Justice minister about Canada’s UN Declaration action plan

Process is what the federal government’s action plan for the United Nations Declaration Act (UNDA) is all about, said Jody Wilson-Raybould on July 13, the final day of the Assembly of First Nations annual general assembly in Halifax. And that’s not enough, because “the action plan continues the pattern of process over substance,” said the former Justice minister and attorney general in the Justin Trudeau Liberal government about Canada’s legislation to implement the United Nations Declaration on the Rights of Indigenous Peoples.

On June 21, while Indigenous peoples were celebrating their culture and their identity, Canada was announcing a plan to put into action its response to the United Nations Declaration on the Rights of Indigenous Peoples.

UNDRIP includes the right of free, prior and informed consent on issues affecting Indigenous nations.

Seems ironic, given the fact that treaty rights holders say they haven’t been directly consulted on the plan.

Tsuut’ina Nation Councillor Regena Crowchild did not mark National Indigenous Peoples Day by celebrating the newly released United Nations Declaration Act Action Plan. She marked it in prayer in her southern Alberta community. “While our peoples are celebrating their culture and their identity, Canada is announcing this thing about the national plan. Their national plan,” said Crowchild.
