To make sense all you have to posit is Trump is *actively* trying to do damage and cause pain.
Latest is "How can you expect Rubio to do three or more jobs?"
Clear answer is "Trump *DOESN'T* want Rubio to *DO* the jobs."
Trump wants Rubio to *NOT DO* the job.
Don't waste time pondering justifications for them.
Recognize the effects.
