I heard that it was quite a few U.S.A. states that had things like this in the works.
The Tennessee one bans sunshades, too.
The Kentucky one apparently died in committee but would have banned lightning rods. And wildfire suppression, even by releasing water. And crop spraying of fertilizers that affect soil.

It makes you wonder about the provision talking about "machines that mimic human intelligence". Are we talking about the intelligence of Kentucky legislators? (-:

There are some amusing things about it.
It doesn't specifically say aeroplanes. As written, it extends to banning people putting up sunshades on Florida beaches.
("[…] an apparatus into the atmosphere […] for the express purpose of affecting […] intensity of sunlight")
A fine of $100,000 per beachgoer is probably a nice little earner for Florida.
