She explained that she wanted to roll back some of the sentencing reforms from Prop 47 because she can't force drug users into treatment programs without threatening them with jail.

She says "parents are begging us to try to lock them up for a couple of days to save their lives...you need that incentive of 'you need to go to treatment or go to jail.'"
