It's a #fair point (😜) and I don't have any ready answers.

Coming from the background of providing https://xkcd.com/2347/ style software, I'm very encouraged by the intent of funders to cover #SoftwareInfrastructure (which has historically been difficult), but that's not possible (or necessary) for every research software component.
