On Friday, November 14, Berlin's reprentatives will gather to finalise the city's budget for the coming two years. We, the artists of the Berlin Senat's studio programme, will once again come together in front of the Senate building to remind our representatives to:
- secure the current model of funding for studios for existing and future generations of practicing Berlin artists;
- ensure the structure for allocating studios remains transparent, non-discriminatory, and graded according to income;
- maintain the studio programme's qualitiy standards for facilities and spaces;
- lift the finance department's current embargo on committing to rental contracts for studios that exceed the term of the household budget;
- commit to establishing a transparent, stable, and resilient structure for managing funding and rental contracts going forward.
According to the Berlin Constitution, the funding of art and culture is a central task of the public hand, as is guaranteeing artistic freedom of expression as a central component of democracy (Articles 20 and 21). The subsidised studios in Berlin have, for decades, been an important instrument for fulfilling these obligations. Reducing or dismantling these structures constitutes a massive loss of cultural infrastructure and is incompatible with the cultural‑policy mandate of the State of Berlin.
