Shion was finally released from the #hololive merch signing hell last month, and went shopping with Ayame afterwards. She seems to be enjoying the freedoms of not working a corporate life, good for her.
The amount of signed merch is set by the talent, and is a limited bonus for buying a full set. So it's an incentive to buy, but also a personal gift from the talent to their fans.
