Is the Gartner hype cycle just hype?

I skimmed Gartner's docs ([1]) on their hype cycle (really a curve). Does the curve still apply if a hyped technology fails? If so, would there be any indications on the curve that the technology was ultimately doomed? Or is that only knowable in distant hindsight?
