Elections for multi-year public offices should always be paper-based. Even if voting computers are made from air-gapped and fully reproducible hardware and software, that can be independently scrutinised, a computer simply offers no advantage over paper ballots and multiple rounds of human counting.

A know some people who worked at a polling booth for the recent NZ election. They reported a conversation where a voter was frustrated with the paperwork involved in getting on the electoral roll. They said;

"There should be an app for that."

... and the voter replied;

"This whole thing should be an app."
