During a acslaw.org panel discussion last night I learned that one of the main opponents to CA Prop 33 wrote CA Prop 34 to emasculate one of Prop 33’s main supporters.
“California courts have held that rent control policies are unconstitutional if they don’t allow landlords to earn ‘a just and reasonable return on their property’—meaning any city that tries to force landlords to charge obviously unfeasible rents…could face legal challenges.”

California rent control advocates could score one of their biggest wins ever this November 5 if they pass Prop 33, which would legalize rent control across the state, and effectively repeal the 1995 Costa-Hawkins Act.
@nicola @RickiTarr Most of the long-term vacant houses are likely to be uninhabitable. They may also be in places where there is no work.
Others are being cleaned-up or renovated between tenants.
One exception, in California, is the Ellis Act, which can create a perverse incentive to keep rent-controlled property vacant so they can escape from rent control after 5 years. #RepealTheEllisAct #YesOn33
