Can SOME #Wx expert tell me WHY #Rafael / #HurricaneRafael IS NOT a high CAT 3 Hurricane *if* it's max sustained winds are 110?

#NOAA says it's a "Tropical Cyclone"...and one other article I saw today said it's a CAT 1.
