It looks like it's far beyond an eyesore, and it's dangerous to the locals, both in terms of fire, and in terms of personal safety.

At the same time, I don't understand why Vancouver can't promise housing to these people. New York City at least promises housing for homeless, even if it's imperfect. It feels like Vancouver won't even try to commit to that.
