I very much doubt that Open AI has blocked anything much. The article does not say how these bad actors were blocked. For example, If you have a control of a botnet what's to stop you using one of your zombie systems as a proxy to forward your session to open AI, with stolen credentials. But the announcement is Very light on detail. I'm thinking It's just another tech announcement for investors/speculators. It does however confirm that state sponsored whatever gets just as much leverage from these tools as everyone else, if not more.
