This is the culmination of the ACTLabor’s decade long budgetary stability initiative. Now close to completion, it was a stated objective of an incoming #Labor govt in the ACT to put the territories’ finance on stable footing and to sever its direct connection to land sales and its constant need to release scares land to developers. It was controversial at the time and remained a talking point of the Lib oppostion for years.
