Alright, figured out whatever is causing the issue with Plug-In installing is on the PeerTube instance side, and restarting PeerTube has resolved it in every case.

Weekly patronage seems to have worked properly, #MWST is working for live streams with #SplitKit doing the heavy lifting, need to do some more in depth work to start supporting it for regular videos
