Dans un avis du 21 janvier, la Défenseure des droits a estimé qu’une haut fonctionnaire, à l’origine d’une enquête préliminaire du PNF visant M. Philippe, pouvait bénéficier du statut protégé de lanceuse d’alerte, et a bien averti, en 2022, le maire et président de la communauté urbaine du Havre de faits potentiellement délictuels.
