@publius Well that's plausible. The 5450 MHz mentioned on the FCC site is in the satellite C Band, so… maybe this is a nearby satellite uplink corresponding to a C Band downlink?

Not sure if that's what the note in the FCC database means, but it's pretty cryptic.
