Booking horizons - basically how far ahead of the trip a ticket can be bought - are a major barrier to making the latter approach work

Basically the ticketing conundrum looks like this

The forthcoming EU Regulation has to provide an outcome railway companies can live with, a solution simple enough for irregular passengers to tempt them to take the train, and benefits too for regular (national) rail users

This is actually possible - if the Commission is clear headed enough about it
