Riva del Garda, 13 mag. (Adnkronos) - Ripensare lo sviluppo urbano partendo dal diritto all'abitare e dalla resilienza climatica. È la linea tracciata da Roberto Corbia, assessore all'Urbanistica del Comune di Alghero, intervenuto nel corso di Rebuild 2026, l'evento dedicato all'innovazione sostenibile del settore delle costruzioni in corso al Centro Congressi di Riva del Garda.
“La nostra città vive un dualismo estremo”, ha spiegato Corbia, descrivendo la forte pressione abitativa generata dai flussi turistici. “Da un lato abbiamo una città di 40mila abitanti residenti che deve fare i conti con circa 2 milioni di presenze all'anno, che trovano risposta in termini di ricettività prevalentemente nel sistema residenziale”.
Secondo l'assessore, il fenomeno ha inciso profondamente sul mercato immobiliare cittadino. “Circa 10mila dei 30mila alloggi di Alghero sono destinati a usi non residenziali. Queste dinamiche hanno influenzato pesantemente il mercato immobiliare, creando l'incapacità di rispondere all'esigenza abitativa”, ha osservato.
Per questo, ha spiegato Corbia, il nuovo piano urbanistico punta a riportare il tema della casa al centro delle politiche di sviluppo. “Quello che stiamo facendo è cercare di rimettere al centro il tema della casa come casa per abitare”, ha detto, sottolineando il ruolo di strumenti come la perequazione urbanistica per “regolare opportunità e sviluppo edilizio in un equilibrio sostenibile sia per l'investimento privato sia per il ritorno pubblico”.
Tra gli obiettivi del piano anche il rafforzamento dell'edilizia convenzionata. “Raggiungere i massimi livelli di sviluppo previsti dal piano, ma farlo solo a determinate regole, tra cui promuovere fortemente l'edilizia convenzionale”, ha aggiunto.

This is the line drawn by Roberto Corbia, the City of Alghero’s Urban Planning Councilor, who spoke at Rebuild 2026, the event dedicated to sustainable innovation in the construction sector taking place at the Riva del Garda Congress Center.
“Our city experiences an extreme duality,” Corbia explained, describing the strong housing pressure generated by tourist flows. “On one hand, we have a city of 40,000 resident inhabitants that must contend with approximately 2 million visitors per year, which are answered for in terms of accommodation predominantly within the residential system.”
According to the Councilor, the phenomenon has deeply impacted the city’s real estate market. “About 10,000 of the 30,000 dwellings in Alghero are intended for non-residential uses. These dynamics have heavily influenced the real estate market, creating an inability to respond to the housing need,” he observed.
For this reason, Corbia explained, the new urban plan aims to return the theme of the home to the center of development policies. “What we are doing is trying to put the theme of the home as a home for living back at the center,” he said, emphasizing the role of tools such as urban equalization to “regulate investment and construction opportunities in a sustainable balance for private investment and public returns.”
Among the goals of the plan is also the strengthening of certified construction. “Achieve the maximum levels of development provided for in the plan, but only according to certain rules, including strongly promoting certified construction,” he added.
