Rolexen, sieraden, een Lamborghini, een Porsche en een Audi Q8. In Venetië legde de financiële recherche begin april beslag op bezittingen ter waarde van ruim 600 miljoen euro. Volgens het Europees OM verkregen met beroep op het Europese coronaherstelfonds.

Voorkomen van fraude lijkt dan ook een belangrijk streven. Maar EU-lidstaten weigeren te controleren of subsidie-aanvragers staan vermeld op de ‘zwarte lijst’ van bedrijven die eerder fraudeerden.

Een criminele organisatie zou luxe auto’s en horloges hebben gekocht met 600 miljoen euro uit het Europese coronaherstelfonds. Dat deze enorme pot geld gevoelig is voor fraude was vanaf het begin voorzien. Maar de lidstaten weigeren zelfs nu nog een voor de hand liggend instrument in te zetten: controleren of subsidie-aanvragers staan vermeld op de ‘zwarte lijst’ van bedrijven die eerder fraudeerden.

The European Commission is expecting to spend €74 million less in 2024 on interest payments for the NextGenerationEU (pandemic recovery fund). Not because interest rate is lower, but because of "lower than expected payments" from the fund. In September 2022, the European Commission president called on member states to speed up the flow of billions from the covid recovery fund to business and social projects in order to boost the economy. The opposite happened: the flow of money began to slowly stall.

Last year, we first tried to establish how much money consultancy companies were pocketing from projects funded by or related to the EU’s RRF. At the time, we arrived at a figure of 75 million euros.

Since then, more data has become available, allowing us to arrive at a new tally. Eight global consultancies together have made €300mn from the RRF.

Adding smaller consultancy companies as well as firms like IBM, we are now at over half a billion: €586mn.
