if we truly are facing a grid price/reliability crisis this winter, what will it take to execute an all-hands-on-deck residential demand response program, with built in low-income protections, befitting the urgent reliability need ratepayers are being increasingly warned about?

We’re done with the toy games that prove it works but have no teeth.

Why do we *still* not have this basic and powerful tool of ratepayer agency?
