Sounds like you want a typical telecom PBX management box. Asterisk is one brand. But to let you know, i think you can now do same thing all through PC expansion cards (analog telephone RJ11 jacks) and software.. OpenPBX ? Most phone companies in the US will now allow electronic routing of digital (or analog to digital) phone services to a specific IP .. like your home or business.
