Die Stiftung Topographie des Terrors wurde am 28. Januar 1992 vom Berliner Senat als unselbständige Stiftung öffentlichen Rechts gegründet. Mit Stiftungsgesetz vom 8. April 1995 wurde sie als selbständige Stiftung konstituiert. Gemeinsame Träger sind seit Januar 1994 das Land Berlin und die Bundes­republik Deutschland. Gemäß Stiftungsgesetz besteht der Zweck der Stiftung Topographie des Terrors in der Vermittlung historischer Kenntnisse über den Nationalsozialismus und seine Verbrechen sowie der Anregung zur aktiven Auseinandersetzung mit dieser Geschichte, einschließlich ihrer Folgen nach 1945. Des weiteren übernimmt die Stiftung bei entsprechenden Fragestellungen beratende Funktionen für das Land Berlin.
