When Texas jails issue tablets, it comes at cost for inmates and families

The devices have proliferated nationwide and even in some of Texas’ county jails. Harris County Jail, the largest jail in Texas, plans to deploy tablets to all of the people they house — roughly 10,000 — by the end of the year, officials said.
