La proposta FabCat, que es presenta com el "full de ruta" per reforçar la resiliència industrial europea en semiconductors, situa l’Alt Empordà com a "node de fabricació" d’un futur hub industrial que inclouria una fàbrica de xips a l’entorn de Figueres, Vilamalla i el Far d’Empordà. Segons la informació facilitada pels promotors, l’emplaçament es tria per "una logística imbatible", amb connexió ferroviària d’ample estàndard cap al cor d’Europa i accés immediat al corredor de l’AP-7, amb l’objectiu d’evitar colls d’ampolla metropolitans.
