Lee took this picture in July 1941, before the entry of the USA into the Second World War and the 1942 creation of the Office of War Information (OWI) .

Our mental imagery of the USA in the years preceding WW2 and the OWI draws largely on newsreel, news photography, documentary photography and art of the thirties, particularly WPA/FAP work. Office workers and other white collar workers do not feature as strongly in our imaginations as the unemployed, rural Americans, and male blue collar workers.
