How is he the first "Native American Senator" when the rest of the paragraph lists the previous Native American senators?

I can't find a good #VueJS tutorial that says, okay, let's do a simple one-page app NOT using vue-cli but rather just pasting in the CDN link, and #explainlikeim5. All these tutorials are either about not the right thing, or assume an entire toolchain after saying and not illustrating that you can just load from a CDN, or are assuming I know something I don't.
