HE.net only exercises their rights as a commercial entity to act in their best interests and the interests of their customers.

#AS397702 clearly is a #RogueISP and #DROP'ping (#DontRouteOrPeer) all traffic to and from them is their right to do so to protect their own networks from malware and spam.
