In that previous case, useless cop Detective Detwiler, got called to a noise complaint inside of a building.

Some how he took it upon himself to select a random person outside near the building to investigate and instigated a foot chase for no known reason at all.

Even his police report from the day recounts that he selected this person NOT bc of the noise at all.

He never even made contact with the building he was initially called to for the noise complaint.
