🚦Do you think you know how the government works?

There can be a great knowledge gap between those who design the assembly and those who implement the recommendations. Seeing recommendations down to the finish line demands very specialised knowledge of the public administration’s internal functioning. Planning the follow-up phase of the assembly from the very beginning is a key step to increase your chances for impact.

🤝Embracing differences must be the starting point

During the deliberation phase in a citizens’ assembly, it is essential that everyone feels safe to voice their opinions. Regardless of whether it is a popular one within the group. A room filled with diverse viewpoints can only provide various perspectives on issues if people feel ready to share and accept them.

In this short clip, Simone Klint from We Do Democracy recalls how the Copenhagen Climate Citizens’ Assembly made members aware of the diversity present in the room.

🩹 Healing Through Deliberation

The first Citizens' Assembly in Southeastern Europe was held in Mostar, Bosnia and Herzegovina. The aftermath of the war in the 1990s was still affecting the everyday life, with no elections in the 12 years prior to the assembly. The Mostar Citizens' Assembly helped to bridge divisions through deliberation, providing an alternative pathway to restore democratic values and procedures.

💭Damir Kapidzic draws a picture of the unique circumstances under which the assembly was designed and executed.

🎲How does the selection process lend legitimacy to an assembly?

As we draw lottery winners, we can select assembly members. It is an ancient practice that gives everyone an equal chance to shape decisions.
Anyone has the same chance to be in the room and contribute.

In this short clip, Yves Dejaeghere highlights how we can enhance random selection to be representative and fair. By stratifying the selection of assembly members, we get a sample that is ready for a legitimate democratic process.

💭➡️📝 How can a random sample of citizens start learning about a topic and end with specific policy recommendations?

At the core of every assembly is deliberation. It involves relationship building, dialogue, questioning, facilitation and prioritisation, among many other ingredients. Join Simone Klint in exploring its key elements and success factors!

Simone is a senior consultant at We Do Democracy. Her expertise lies in advising on deliberative participation processes. Simone has successfully managed and facilitated several high-profile projects, including the Citizens' Assembly of Lynetteholm, the Copenhagen Climate Assembly, and the Municipality Climate Citizens' Panel.

🌿The second speaker we introduce from our Spring School On Climate Citizens’ Assemblies is Damir Kapidžić.

Damir is an Associate Professor at the University of Sarajevo and a Visiting Fulbright Scholar at Harvard University. His research examines how democratic and authoritarian politics are institutionalized in the context of ethnic conflict, power-sharing, and democratic innovations.

He has advised several deliberative processes and citizens’ assemblies in Bosnia and Herzegovina, all of them in a post-conflict context with substantial elements of demographic diversity.

⚖️This year, he will share his experiences on governance.
