AH-HA! I finally confirmed it!
I've long known that there is a bug in #NES #PacMan in very late game levels, that causes the ghosts to scatter to their corners for long periods of time. I finally got it recorded as video!
In the past I thought it happened on the 8th Key level (Level 20), but now I've confirmed that it starts happening on the 10th Key (Level 22). At least the first two scatter periods are extremely long, like over 20 seconds. It's still not _easy_, as the ghosts are at maximum speed, and probably for the second scatter Red will be in #CruiseElroy mode and chasing you regardless, and at this level it'll be _much_ faster than you. But by making heavy use of the tunnels and one-way passages it can be done. Plus, NES Pac-Man never disables the Energizers completely: you'll always get a half-second of vulnerable time out of them.
