Can a more performance-based setting bring additional efficiency to EU cohesion policy?
The paper investigates Cohesion Policy programmes’ ability to define accurate policy outputs, in the form of output targets, to monitor their own performance. More specifically, the analysis explores the extent to which targets set by ERDF programmes are revised over time and seeks to identify specific patterns in relation to different areas (spending categories; typology of regions; etc.). Our results point to significant challenges faced by programmes in producing realistic targets as changes are frequently introduced for a vast majority of them. The paper provides useful evidence in the context of the emerging debate as to whether embracing a full performance based model conditioning the access to funds to the achievement of results/outputs would improve the efficiency and effectiveness of Cohesion Policy.
