I work for a small local government. Today we had on the one hand a resident who was quite irritated that we put sand on the roads because of the rain that was going to freeze overnight. He swept and shoveled the sand off from the road by his house because sand is too messy. On the other hand we had the school bus that slipped and slid and ended up in the ditch blocking his driveway because there was no sand on the road.
