@prma This is a fundamental #BugInTheUNSystem, and we need a solution. How about #DeliberativeDemocracy [1]?

* 100 adult citizens selected randomly from each UN member state;
* the 100 people select 1 member as "popular" UN ambassador;
* the popular ambassadors participate in UNSecCouncil meetings with equal rights as state reps;
* a permanent-member veto is only valid if *both* the state and popular reps agree to veto.
