C.So I called the inspector and explained exactly what was going on. He said "This time, he's going to get a real talking-to".
But then he offered to order the carrier to go back to Shoppers, get my package, and deliver it to me that day. I accepted.
I don't think he tried that #trick again, but he moved to a different route shortly thereafter. I have no idea if it was related.
