I’ve been receiving “Apple Developer Program License Agreement updated” notifications in Helm and AppFigures, but all the agreements appear to be up-to-date. Has anyone else encountered this issue?

Submitted two apps 7 hours apart. The second one went into review first and is already approved. The first is still waiting. No explanation, no logic, no consistency. The App Store review process has gotten so bad lately it's starting to feel like 2009. This is not how you treat developers trying to build businesses on your platform.
@agiletortoise I thought they stopped allowing reviews from betas year ago….
@kyle I hope they improve review times soon, this is not sustainable.
