Okay, looks like it's upstream from Misskey

They added the ability to sync settings across devices, but they set all the settings to be shared across all accounts on the same device by default

Turns out there's options to set which settings to sync across devices and accounts, but not for everything

For example, I can set the emoji palettes for each account after setting them not to be shared, but I can't do the same for the default like emoji
