What does it mean for a Wikimedia train to be "on time" is tricky. The best I can do is say we should be on certain groups on certain days (e.g., Tuesday mediawiki.org should be on the latest version; Thursday english Wikipedia should be on the latest version).

I track days of delay in my train stats. You can play with it via https://releng-data.wmcloud.org/train

Here's the graph I made using that data of days delay for each train since Jan 2024.
