With 134 votes to 0, The Council of Europe unanimously agrees to use seized Russian assets to rebuild Ukraine, effectively creating a mechanism which ensures, everytime Russians destroy another building, Russians will pay for its reconstruction, and every time Russians kill a Ukrainian, his or her family will be paid a compensation by Russians.
