Dan Simmons, The Terror. Got me interested in the real history of the Franklin expedition. Maybe too detailed, or the wrong details, lots of depth to each character, but only factual depth. I found myself heavily skimming through much of this book to see how the fantastical elements resolved.

Appeal being heard and streamed this Tuesday (https://bccourts.ca/court_of_appeal/hearing_list/lists/weekly_hearing_list/November%206,%202023.pdf). It is an appeal of this 2022 judicial review (https://canlii.org/en/bc/bcsc/doc/2022/2022bcsc1302/2022bcsc1302.html) that struck down a Vancouver SRO rent-control by-law.

Two Qs I have:

1. How to assess vires under the Vancouver Charter: pith and substance? or impossibility of dual compliance? (Discussed at [44-62] of the BCSC judgment.) In my view, this should depend on the delegation at issue.

2. Can a councillor or staff's response reveal council's reasoning?
