Within an hour after turning off "Under Attack" mode, the attack on my site ramped up, causing status 500 errors again. Turning "Under Attack" mode back on.
The attack on my server seems to have reduced to 1% of it's original volume,. so I' m turning off Cloudflare's "Under Attack" mode. It's a minor problem for my students, who can only download things in a browser now, instead of using wget. I'll see if the attack ramps up in the next few days.
Cloudflare is not blocking all the attack traffic, but it seems to be stopping the longest URLs, which is enough to make my site work properly.
As expected, "Under Attack Mode" from @cloudflare effectively mitigated the attack on samsclass.info
