https://cnpsmarin.org/report-to-cnps-membership-on-cnps-et-al-v-mmwd/ It is absolutely true the CEQA has been long abused to do things like hold up housing and delay bike lanes and the like, however, it seems as if an environmental review of such changes in a wildland area IS the actual appropriate time to seek environmental review.
I think it is very important for folks to get out in nature and understand how the assist provided by a class 1 ebike can help in that process. I also know that I have seen motorcycles posing as e-bikes take advantage of access (Before anyone accuses me of being anti-motorcyclist, know that I was scooter trash since before many of you were born).
In an ideal world, mountain bike advocacy organizations would work together with CNPS, and their membership would come out and support projects to enhance not just the resilience of trails to support cyclist use, but also the resilience of nature.
