Questions about formatting individual poems for submission. Appreciate any help!

1. Do you count blank lines between stanzas? Sources disagree and publications don't say, even when they set a max number.

2. For prose poems, do you set line breaks or just write a block and let the publication figure it out?

3. If you do control line breaks in a prose poem, what's the longest line (character count) you use?
