For Venus, when we have these big overarching goals, the suggestion is that developing a plan can help show a path to answering them over longer time periods. Even if NASA HQ doesn't use it for selections, it can be useful for talking to the broader community.
Nice discussion of the Decadal Survey at the Venus Exploration Analysis Group meeting. It evolved into a conversation about "when is a good time for strategic planning, what are the goals of systematic plans and when is it the most useful."

@asrivkin I will try to stop by these talks! Every time I see the debris tail I feel kind of bad about smacking that cute object. But, the physics is also so interesting....
