I've developed my own procedure over the last 10 years:
1. Get the users to list the software that they use. This will give you an idea if there are any "traps" like CAD, tax software for WIN, photo book applications, etc.
2. If they decide to go for #linux, help them find the distro (as you suggested)
3. Make them bring a new SSD to install in the PC and keep the old one with WIN as a backup and to copy their user files from.
4. No phone or mail support - stick to support days!

@dedicto @marsiposa What about #GrapheneOS? Android with no or a little bit of Google.
Unfortunately Ubuntu Touch didn't support CardDAV when I tried it three months ago. I use #Nextcloud for calendars, contacts, file sharing, etc., so Ubuntu Touch was a no go. IMHO, Linux for phones still has too many work arounds for daily use. Once Linux for Phones can handle APKs it'll get really interesting.....

@echo_xc I started with SUSE Linux, mostly out of being inquisitive. Switched to Ubuntu at some point, until Unity DE made me look around again. (My servers still all run Ubuntu.) Ended up with Linux Mint + Cinnamon - I can't even remember how long I've been on Linux Mint.....
I "save" PCs from the Windows 11 obsolescence and most users find Linux Mint with Cinnamon easy to use. So I keep using what I support....
