So they couldn't have collaborated. To prevent a conflict with point 1, maybe Senkū just knows enough programming to build a computer by himself, but would then go on to rely on Sai for more complex programming tasks. Even then making a computer is a very niche task.
This has bugged me when it was shown a few episodes ago. Senkū said he'll build Sai a computer. But to do that he needed to construct a CPU (or whatever he's using as an equivalent) that's able to interpret opcodes from punch cards. But in order to be able to do that in the first place he needs to have some level of programming language. (1. In which case, why did he even need Sai?) He could've collaborated with Sai but the computer seemed like a surprise.
