A controlling parent doesn't let their kid have a photo ID or use a computer, which is their "right" under the Parents Decide Act.
The kid turns 18, and decides to try to get a photo ID. The first step to getting an ID is to make an appointment at the DMV.
That's easy to do, just hop on the DMV website and---oh, wait, you can't access the DMV website unless you scan your ID into your operating system to verify your age.
Well that's fine: if you can't access the DMV website you can call them. Oh wait, to call them you first have to scan your ID into your phone to verify your age.
I suspect part of the goal of the "parents decide act" is to allow abusive parents to continue to control their kids even after their kids turn 18.
