To those I say: do you remember when there was no home algorithm, and you just saw tweets from the people you followed in order?
That's what you are signing up for on 
. Even on a "local" timeline, it's going to be what those on your server are posting / boosting.
Remember, Twitter ultimately was shooting for "engagement" and keeping your eyeballs there so you would see ads.
